United States: Bush Signs Law on Child SoldiersMeasure to Prosecute Recruiters Abroad Puts Commanders on Notice Under a new law signed today by US President George W. Bush, leaders of military forces and armed groups who have recruited child soldiers may be arrested and prosecuted in the United States, Human Rights Watch said today. The law could apply to leaders of dozens of forces that have recruited and used child soldiers in over 20 armed conflicts.

The Venezuelan government?s expulsion of two Human Rights Watch staff underscores the Ch?vez administration?s increasing intolerance of dissenting views, Human Rights Watch said today. The government expelled Jos? Miguel Vivanco, Americas director at Human Rights Watch, and Americas deputy director Daniel Wilkinson on September 18, 2008, hours after they held a news conference in Caracas to present a report that describes how the government of President Hugo Ch?vez has weakened democratic institutions and human rights guarantees in Venezuela.

Reporters Without Borders called for protection for the offices of the daily El Periódico and its most exposed staff, after its editor José Rubén Zamora was abducted and released seriously ill and one of his journalists, Oscar Ismatul, was beaten up 24 hours later.

Argentina - Radio station stripped of its FM frequency in ?absurd and unfair? decision - 22.08.2008
The Argentine broadcast regulator's decision on 12 August to deprive Buenos Aires-based Radio Continental of its FM frequency is based on an broadcast law adopted under the military dictatorship which is apparently no longer valid and which the current government has anyway promised to repeal. The decision is widely seen as an act of ?political revenge? against the station.

Mexico - Break-in at publisher and news agency specialising in women's affairs - 29.07.2008
Reporters Without Borders condemns a break-in that was discovered yesterday morning at the Mexico City offices of CIMAC, an NGO that publishes reports about women's issues and runs its own news agency, Cimac Noticias. Most of its computer equipment and much of its archives were stolen.

Ecuador - Seizures of a radio station and two TV stations called ?inopportune? in run-up to referendum on new constitution - 9.07.2008
Yesterday's seizures of three broadcast media in Quito and Guayaquil were inopportune and unfair to their staff, Reporters Without Borders says. Regardless of the grounds for these measures, the organisation fears they could exacerbate tension between the president and the press in the run-up to a referendum on a proposed new constitution.

Peru: At-Risk Women Denied Legal Abortions
Government Obstacles, Misinformation Impede Access The Peruvian government?s deliberate refusal to streamline procedures and approve guidelines for legal abortion is endangering the lives and health of women and girls who are often forced to use unsafe solutions for risky pregnancies, Human Rights Watch said in a new report released today. Although international attention has been drawn to these violations, the Peruvian government has failed to abide by recommendations of the United Nations Human Rights Committee and others.

Argentina - Radio station's closure highlights need to replace radio broadcast law - 2.07.2008
Freeway FM, a radio station that had been broadcasting from Buenos Aires province for more than 10 years, was closed by the authorities on 23 June under a broadcasting law that was adopted under military rule in 1980 and has never been repealed. Reporters Without Borders condemns this act of censorship and supports a proposal for the law's replacement.

Colombia: 15 Hostages Rescued by Security Forces
Human Rights Watch today welcomed reports that 15 hostages that had been held for several years by the Revolutionary Armed Forces of Colombia (FARC) have been rescued. Human Rights Watch called on the FARC to immediately and unconditionally release hundreds of others still being held.

The Reporters Without Borders correspondent in Cuba, Ricardo González Alfonso, was returned to his cell in January after a long spell in a prison hospital, but his health has worsened again. The Cuban government no longer has an excuse for eluding the issue of human rights and free expression after the European Union lifted its sanctions on 23 June.
