"Today's arraignment is another illustration that no matter how hard the Obama administration tries to make over the military commissions, you cannot beautify something so fundamentally ugly," said Frank Jannuzi, head of Amnesty International’s Washington office.

Death penalty 2011: Alarming levels of executions in the few countries that kill
Amnesty International's report also finds that the number of countries using capital punishment has decreased by over a third in a decade.

Countries that carried out executions in 2011 did so at an alarming rate but those employing capital punishment have decreased by more than a third compared to a decade ago, Amnesty International found in its annual review of death sentences and executions.

Only 10 percent of countries in the world, 20 out of 198, carried out executions last year.

Humanitarian aid agencies must be allowed immediate and unhindered access to Homs and other affected areas, Amnesty International said today.

The Bab ‘Amr district of the city has come under intensive shelling for more than 17 days, during which time Amnesty International has received the names of 465 people reported to have been killed in Homs.

“The accounts we are hearing from Homs are increasingly dire, with people lacking the most basic amenities,” said Ann Harrison, interim Deputy Director of Amnesty International’s Middle East and North Africa Programme.

Amnesty International has evidence that pro-Gaddafi troops have been killing detainees in military camps in Tripoli, which constitutes a war crime.

Amnesty International has uncovered evidence that forces loyal to Colonel Mu’ammar al-Gaddafi have killed numerous detainees being held at two military camps in Tripoli on 23 and 24 August.

Eyewitness testimony from escaped detainees described how loyalist troops used grenades and gunfire on scores of prisoners at one camp, while guards at the other camp shot dead five detainees they were holding in solitary confinement.
