(CNN) -- At a time when Republicans are reaching out to the Hispanic community, why are some in my party treating the U.S. citizens in Puerto Rico differently than the U.S. citizens in the 50 states? When the federal government pays close to 80% of Medicaid costs for states with similar populations, why are House Republicans cutting the federal share of Puerto Rico's Medicaid program to 20%? I believe leadership is about standing for what is right above politics and party, and that is the pledge I have made to the 3.7 million American citizens in Puerto Rico whom I represent. So I have to call it like it is: the U.S. House's anticipated move to exact a 65% cut to Medicaid funds for Puerto Rico is neither right nor fair, and I urge my Republican colleagues to change direction. As a fiscal conservative, I fully support efforts to responsibly reduce the cost and size of government, just as we have done in Puerto Rico by cutting government spending by almost 20% and reducing an inherited budget deficit by 90% in three years. However, it is fundamentally wrong to single out Puerto Rico to bear the brunt of cuts that are not shared by the rest of the nation, especially when the territory already does not have parity with the states in health care programs and lacks the votes in Congress to protect our position. I wanted to eat authentic Puerto Rican food - Upfront Yankee
For lunch on Saturday, May 5, I wanted to eat authentic Puerto Rican food. I went to Stop and Go across from the La Concha Hotel. Stop and Go has a terrific outside dining area which reminds me of the cafes in Paris. I asked one of my Puerto Rican friends who worked at the take-out-counter to select authentic Puerto Rican food for me. For eight dollars, I got delicious Puerto Rican beef stew, dark brown rice with everything tasty in it and sweet plantains. I added American diet Coke. I cannot drink Puerto Rican rum which makes me turn from being Dr. Jekyll to Mr. Hyde. It was way too much food. I was given giant servings of each delicious item. What I could not eat, I took to the park and fed the pigeons my authentic Puerto Rican left over food. They loved it and beep their thanks to me in Spanish. I returned from feeding the pigeons in the park to my seat at Stop and Go which gave me an excellent view of the park and visitors to this popular Condado tourist area. Salsa music started to play loudly over the Stop and Go perfect sound system. The pigeons who I fed the authentic Puerto Rican food must of heard the Salsa music. The food and the music must of made the pigeons feel authentic Puerto Rican. I could not believe I was seeing and hearing what was going on in front of me in the small park. The pigeons started to move to the beat of the salsa music by taping their feet. Then they started to do a salsa dance. I could hear them beeping to the sound of the salsa music. I got up and started to keep time with the pigeons dancing and beeping in the park. A couple friends saw me and wondered if I was on a slip and drinking again. One friend, who knows Bill Wilson, tasted my Diet Coke and felt relieved and started to dance and sing salsa in the park with the pigeons.

The front page captions got my attention: PR students amass debt - Some accumulate more than $100K for degree - Student Loan paid faithfully for 23 years - Borrowed: $26,400 - Paid back to date: $32,700 -- Still owe: $45.276.63 - No Bankruptcy or Forgiveness Allowed - Only Death or Total Disability frees you - No Social Security or Medicare till paid off.... I am now 83 years of age and will be 84 on my birthday May 23, 2012. I attended New York University from September 1947 until graduation in February 1952. I received a BA in Journalism and Political Science. I was an orphan with no rich or middle class parents. I was a ward of the Duchess County - New York State Welfare Department. I had only about twenty-five dollars in my pocket when I arrived at NYU. I got a job as a reference assistant in NYU's Law School Library. I had a small paying scholarship and received tuition remission as a NYU employee for twelve credits each semester. I lived in a cheap student rooming house near Washington Square Park in New York City. I don't know how I did it, but I got my degree and graduated from NYU without owing any money. While I attended New York University, GI's were returning from World War II. On the GI Bill, they were far more richer than me. They got paid enough for their higher education on the wonderful GI Bill of Rights. They were richer than younger, orphaned me, but I managed to obtain the same level of education as they did. Not only did I have the friendships of American GI's. I developed friendships with foreign students from the countries conquered by the Nazi. One close friend was a brilliant student who fought with the Polish Resistance Unit in the British Army which landed with the Americans on Normandy. He actually escaped from a Nazi concentration camp and managed to get to England to join the British in the Normandy Invasion. While at New York University, I also met students who had very rich parents. They liked me and would often take me to a fancy restaurant, the opera or the theatre. As a student studying journalism, I was hired to work on public relations projects in addition to my job as a reference assistant in NYU's Law Library. [Continue in Extended Entry.]
