ALTERNATTIVA DEMOKRATIKA APPLAUDS EU INITIATIVE FOR FLEXIBILITY ON VAT
Arnold Cassola, Alternattiva Demokratika -The Green Party Chairperson, warmly welcomed the initiative by the EU Commission to allow member states flexibility as from 2011 when applying reduced VAT rates for some specific services on a permanent basis.

"It is very positive that the European Commission is proposing reduced VAT rates not only for energy saving materials, goods and services, such as the supply and construction of housing and relative services, including renovation, maintenance and cleaning, but also in the area of supply of restaurants and catering services, excluding alcohol".

"In view of the diminished spending power of Maltese salaries and the spiralling levels of inflation and cost of living, Alternattiva Demokratika encourages the Maltese government to insist with the EU Commission on the possibility of immediately taking up this opportunity of VAT reduction", concluded Prof. Cassola.

"Alternattiva Demokratika - The Green Party is fully committed and willing to participate in any political discussions between the political parties with regards to the strengthening of democracy and pluralism in the country." Arnold Cassola, chairperson of AD was reacting to the proposals being bandied about by the Government and the opposition in recent days. Arnold Cassola said that a government which only has a relative majority is duty bound to involve all political parties in such discussions, particularly discussions related to the financing of political parties, changes to the electoral law, proposals related to the Broadcasting Authority and PBS as well as changes proposed to the Permanent Commission against Corruption. Arnold Cassola reiterated AD's proposal that Government should work towards consensus in the election of a new President of the Republic, an act which would send a strong message of political maturity and unity.

Stephen Cachia, Deputy Chairperson and spokesperson for Democratic Institutions and Civil Rights, said that AD had always participated throughout the years in various institutional discussions on democratic changes for our country. Mr. Cachia said: "Despite the fact that, in the past, the main political parties have regularly chosen partisan short sightedness over the national interest , we feel that Government now has an opportunity to work towards real change which would truly strengthen our democracy for the benefit of the whole country. AD is totally committed to giving its full share in working together with the other political parties towards such change."

FOOD AND ENERGY PRICES : COST OF LIVING IS ONE OF AD'S PRIORITIES
Alternattiva Demokratika welcomed the fact that the Malta Council for Economic and Social Development agreed to draw up proposals on how the government could ease the burden on families caused by the water and electricity surcharge and the general increase in prices.

Green Party spokesperson for Economic and Social Development Michael Briguglio said:'The cost of living in areas such foodstuffs, energy and housing is resulting in heavy burdens on families, especially on low and middle income earners. AD believes that in the first instance, the office of fair trading should be strengthened so as to combat inflation resulting from cartels. Above all, however, an active wage policy should be prioritised, aiming for wage increases, including the minimum wage, realistic compensation for inflation, and increased productivity. The latter requires better working conditions, for those in precarious conditions such as part-timers and workers on contract, but also for the thousands of full-time workers who are witnessing inferior working conditions and lower purchasing power'.

'As regards foodstuffs, AD believes that Government should subsidize basic staple items yet also introduce innovative mechanisms such as the encouragement of local farmers and producers to improve production in a sustainable manner and provide opportunities for them to sell their produce directly to consumers, avoiding artificial price increases'.

'As regards energy, in addition to the need to invest in alternative sources, AD also believes that Government subsidies on mainstream energy sources are essential. Instead of imposing increased flat-rate surcharges, Government should penalise those who are most wasteful in their practices. Modern information collecting and processing systems make such calculations easier to carry out'.

Michael Briguglio added that Government can finance expected budgetary shortfalls due to compensation for cost of living through increased productivity, increased taxation on companies making windfall profits because of their dominant position in the market, such as banks and gaming companies, and progressive fiscal policy.

"Day time window on prepaid mobile phone recharges" - AD
Topup cards from Vodafone and GO Mobile all come with different day time windows, forcing the consumer to credit their prepaid account once the day time window has expired, regardless if the credit has been completely used or not. "The consumer is purchasing a service from a mobile phone company. This prepaid credit should never expire", said Henrik Piski, Alternattiva Demokratika spokesman on IT and Communications.

"This is common practice in other countries in Europe and has been, for example enforced by court decision in Germany. We expect Maltese mobile phone operators to behave likewise*", concluded the Alternattiva Demokratika Spokesperson.

AD WELCOMES GOVERNMENT INITIATIVE TO ENCOURAGE SPORTS
Alternattiva Demokratika welcomes the government's initiative to encourage parents to entice their children to take up sport through a tax incentive.

Christian Holland, Alternattiva Demokratika Spokesperson on Sports, stated that AD feels very strongly that as a nation we need to involve both young and old in exercising more, especially in view of our high rate of child and adult obesity.

A vibrant sports culture, which is sadly lacking amongst our youth, can also ward off the corrosive influence of drugs which unfortunately is on par with other European states, whilst encouraging a more partecipative and collaborative society. AD would like to see a bigger investment in sports facilities in every town and village.

Christian Holland concluded: "The regular holding of sports camps and promotion days in town centres can encourage more people to do sports for fun and not necessarily to attain competitive levels. A greater effort should be made in schools to motivate every child to participate in sports with an emphasis on health and wellbeing".

AD: NEED FOR AN IMMEDIATE WHISTLEBLOWER'S ACT
"The details that are surfacing in court in the Spin Valley case reinforce Alternattiva Demokratika (AD) - The Green Party's conviction that a Whistleblower's Act should be put through parliament as quickly as possible" said Stephen Cachia, Alternattiva Demokratika deputy Chairperson and Spokesperson on Civil Rights and Democracy.

In court, the chairman and the member on the Mepa board which had approved the discotheque in Mistra said that they told the police that they were against the project but eventually gave in to pressure by Jeffrey Pullicino Orlando. Such evidence emerged only because of police investigations which started over four months ago.

"The possibility for whistleblowers to be protected by law would give the chance to individuals who would otherwise fear to speak up, to reveal illegal practices which could be destroying the beauty of our country, whilst destroying its soul", concluded Stephen Cachia.

Public awaits an explanation on Fort Cambridge
Alternattiva Demokratika Sliema Local Councillor Michael Briguglio, who participated in the MEPA meeting during which the Fort Cambridge project was approved , said "It is a big disappointment that the MEPA board refused to take serious consideration of the concerns of Sliema Local Council, Alternattiva Demokratika, NGOs such as Flimkien Ghall-Ambjent Ahjar and Qui-si-sana/Tigne' Residents Association and of various experts and residents. In particular, MEPA spokespersons played with words regarding the absence of a proper social impact assessment. EIA consultants did not give a valid reason to justify the impact of the development in terms of air quality, due to construction and increased traffic pollution. The issue regarding impact of the highrise buildings was basically played down by displaying a couple of photomontages."

Michael Briguglio asked why MEPA had already prepared a press release stating that the development was approved, when the MEPA board meeting had not even started. "The public awaits an explanation", added Briguglio.

AD answers WSC
AD's spokesman on Sustainable Development and Local Government Carmel Cacopardo has replied to the statement issued yesterday by Water Services Corporation (WSC) as follows:

The assertion by WSC that treated effluent from the sewage purification plants has no economic value is the result of the incompetence of the authorities in permitting unregulated access to groundwater through illegal boreholes spread all over the island. This is currently the responsibility of the Resources Authority but for a substantial number of years was a direct responsibility of the Water Services Corporation.

If the authorities have over the years permitted the extraction of ground water for free, and still permit such extraction, isn't it obvious that no one is willing to come forward to make use of recycled water.

To make matters worse WSC seems to have assumed that there will not be any changes to the situation and hence specifically selected the sites for the sewage purification plants at the far ends of the island where it is easier to discharge the water into the sea and very costly to reuse. If reuse of the treated effluent had been factored in, their proper siting should have been closer to the centre of the island, easily accessible to the agricultural zones. The EU Wastewater Directive only stipulates the quality of water which has to be attained prior to its safe discharge into the sea. It does not offer guidelines for its reuse. It is up to us to determine that. Given that around 60% of Malta's potable water is artificially produced through desalination in AD's view it is irresponsible to consider treated effluent as an undesirable commodity.

It will not be long when due to the further depletion of groundwater, as well as the action which Malta will have to undertake to be compliant with the EU Water Framework Directive it will be necessary to consider using the treated effluent produced by the sewage purification plants at Xghajra and Iccumnija Mellieha. Then it may dawn on some that the siting of the sewage purification plants is too far out. It will then be argued that transporting the treated effluent is too costly. This is administrative incompetence.

EU Fundamental Rights Agency (FRA) report on Human Rights
Alternattiva Demokratika welcomes the conclusions of the EU Fundamental Rights Agency (FRA) report on Human Rights

Since Malta recognises marriages and divorces obtained in EU countries, it follows that it should also recognise same-sexpartnerships in order to facilitate the entry and residence of such persons to allow the free movement of persons. AD calls on the government to recognise same-sex partnerhips obtained in other countries without delay.

AD spokesperson on LGBT issues Dr. Patrick Attard said: "Since Malta Member State of the European Union and party to the Schengen Agreement, Malta is obliged, in terms of Directive 2004/38/EC, to grant extensive rights of entry, residence and movement to European Citizens and to third country nationals given a right of entry or residence in any member State. Dependants of these persons are then given either identical rights or benefits depending on their form of dependence."

"The situation of LGBT partners however is an issue in that the EU Directive limits itself to considering as dependants those LGBT partners (and their own dependants) who, in the host state, are in a civil partnership considered equivalent to marriage. All other LGBT partners who are in a durable relationship are granted 'benefits' but not the full rights. The EU directive thus does not oblige Member States to recognise foreign civil same sex partnerships as equivalent to marriage, however it does oblige them to facilitate the entry and residence of such persons - and Malta should comply. The EU is not only about free trade it is also about respect and inclusiveness," concluded Dr. Attard.

Alternattiva Demokratika International Secretary, Mark Scerri, expressed the joy of AD-The Green Party at the liberation of Columbian Green Presidential Candidate Ingrid Betancourt, who had been kidnapped by the FARC rebel forces for the past six years.

This strong willed woman politician is a real example of courage when facing the mafias of Columbia and other mafias which infest the face of our earth. Her intervention in Canberra in 2001, when together with others we co-founded the Global Greens Movement, was a real example of a militant green politician, fearless in the face of arrogance and daily threats to life in her country."

Surcharge: Only solution is seriously investing in renewable energy
Granted that the international situation is not helping at all, the now necessary surcharge of 95% is also a result of years of negligence by this government to address Malta's total dependence on fossil fuels. Alternattiva Demokratika said that today we are paying the price for years of political neglect of energy generation policy. Throughout the recent past anyone who dared proposed investment in alternative sources of energy was ridiculed or simply ignored by government ministers.

AD spokesperson on Energy, Transport and Industry Ralph Cassar said:"Malta is completely dependent on oil for electricity production. Renewable energy production is the lowest in Europe with Eurostat quoting a figure 0f 0.3%. As recently as 6 months ago we had energy and resources Ministers Ninu Zammit and Austin Gatt, and MRA (the energy authority) rubbishing renewables. They have been proven again wrong now.

In fact, the MRA national energy saving campaign has failed to take off. To make matters worse government recently decided to stop giving rebates on energy efficient appliances as from end of this month's Trade Fair - one of the few tangible successes in this sector.

A year ago Alternattiva Demokratika had issued a set of proposals including heavy subsidies for the installation of solar water heaters and photovoltaic systems. We had also proposed, as a first step towards increased use of alternatives, a land-based windfarm of 4 to 5 750kW turbines. Electricity from land-based windfarms is much cheaper than that generated from fossils."

Ralph Cassar concluded: "Alternattiva Demokratika is also calling for heavy investment in public transportation systems - this will reduce traffic, facilitate wider pedestrianisation programmes and offer a viable alternative to expensive private transport to families hard hit by the massive increase in fuel prices".

Finally, AD Chairperson Arnold Cassola said: "We reiterate our proposal for different bands of surcharge - with different rates for those who use energy efficiently and wisely. Labour Party Leader Joseph Muscat has already said that he agrees with AD's surcharge proposal. We look forward to reaching a national consensus on this. Prime Minister Gonzi's cannot but agree on this practical and logical solution, which would allow for a fairer mechanism which rewards those citizens who do their utmost to save energy."

AD's PROPOSALS FOR PRE-BUDGET DOCUMENT
The Malta Green Party Leader Professor Dr. Arnold Cassola said:"The data the Ministry of Finance has belongs to all the people and not only to the government and should thus be disclosed." Alternattiva Demokratika is proposing the following for inclusion in the pre-Budget document the following. AD will be making additional proposals in the run up to Budget Day later this year.

1. The creation of different bands with regards to the electricity surcharge in order to reward those households and commercial establishments that take the initiative to avoid excessive use of energy. Those who do not should be subject to a higher rate of surcharge.

2. To reduce dependence on oil for water production measures the use of rainwater for consumption should be encouraged through a partial or total exemption from payment of the surcharge on water consumption to those households/commercial enterprises whose consumption of mains water is low.

3. To improve the quality of life of Maltese and Gozitans, though a good number of quarries are already being utilized as landfills for construction waste we propose that exhausted quarries are rehabilitated and converted into rain water reservoirs or into nature parks.

4. Applying the present 15% tax rate on part-time work on a wider part-time income band: from the present limit of 3000 Malta liri to 12000 euros.

5. Extending this 15% part time rate to pensioners re-employed by Government and other parastatal bodies. Government pensioners have been till now excluded from this measure.

6. Government should take up the challenge to transform the energy crisis into an opportunity to channel custom towards public transport. Investment in an efficient public transport system will at this particular point in time reduce heavy reliance on private cars, thereby decreasing congestion on our roads as well as improving the quality of our air. Renewal of the Public Transport fleet of buses to run on methane gas and electricity and electric minibuses as well as the re-organization of the Public Transport system in Malta in order to introduce more routes and increase the frequency of service. Long term planning in this area is also a must. This is not just an environmental matter. Increased use of public transport will increase the spending power of our families by releasing monies spent on fuel and cars for other purposes.

GEOLOGICAL SURVEY REQUIRED AT FORT CAMBRIDGE SITE
Alternattiva Demokratika - The Green Party Chairperson Arnold Cassola has revealed that the between Qui Si Sana and Tigne could contain a number of caves the whereabouts of which can only be identified if a geological survey is carried out.

Carmel Cacopardo, AD spokesperson on Sustainability and Local Government explained : "Several shallow caverns exist in the Tigne area, some of which are known to have been penetrated by piles (reinforced concrete columns drilled into the ground and cast in situ) during the construction of foundations at the Fort Cambridge site. There are also indications of several large faults in the area some of which have already been observed along the coast and reported on in the Report on Coastal Sliema commissioned by the Sliema Local Council in 2007 with reference to the stability of the Ghar id-Dud and Ghar il-Lembi caves. This issue and others which may eventually result require detailed examination through the commissioning of a geological survey which would confirm their existence, identify precisely their magnitude and possible impacts. The permissible development in the Area could then be seen in the light of the geological constraints identified."

Sliema AD Local Councillor Michael Briguglio said that "MEPA has so far failed to meet the request of Sliema Local Council for a social impact assessment (SIA). Briguglio said that "all councillors from the three political parties agree with the need for the SIA, which should comprise a scientific sociological survey of residents and other stakeholders as well as a sociological analysis of impacts of the proposed development on the community's quality of life in terms of lifestyle, pollution, transport, community life and access to open areas". Prof. Cassola informed that Alternattiva Demokratika will be represented at the MEPA hearing on Fort Cambridge on Thursday by AD Local Councillor Michael Briguglio. "Unfortunately, MEPA have refused to accept reservations for places at the hearing for me and AD Spokesperson on Sustainable Development and Local Government Architect Cacopardo, on the grounds that Alternattiva Demokratika is not a registered objector".

Red Alert once more at Ramla l-Hamra
In view of the decision, which will be taken by MEPA's Appeals Board on this coming Friday, the 11th of July, concerning the proposed development at the former Ulysses' Lodge site, in Ramla Bay, Alternattiva Demokratika's Spokesperson for Gozo Victor Galea has commented that,

"As predicted, the fate of Ramla l-Hamra was to be decided after the last general election. At the same time we are talking about the prospects of turning Gozo into an ecological island thus creating sustainable jobs and quality tourism infrastructure, MEPA, which falls under the portfolio of our Prime Minister, is to decide on the further developments at the former Ulysses Lodge site by the legendary Calypso Cave in Ramla l-Hamra."

"If the government truly believes that Gozo deserves to be a distinct tourist destination, investing in buying the property and turning it to its original state would be a long term solution for such controversies. Just as the Malta government invested in spending millions of Euros to buy 'Dar Malta' in Brussels, the same should be done to create a tourism infrastructure at Ramla l-Hamra combining its geomorphologic features, Roman archaeological remains and the endangered fauna, flora and sand dunes. All these will provide a future of niche market tourism which all Gozitans in general would benefit from."

"On the other hand, if the Government does not have the courage or willpower to safeguard Gozo, environmental NGOs should be encouraged to set-up a National trust fund in order to do so."

The Malta Green Party Leader Prof. Arnold Cassola concluded by reaffirming that "The island of Gozo does not belong to you, to me or to them - it belongs to all the people of Gozo and their future progeny. AD DEMANDS THAT WATER PRODUCED FROM SEWAGE TREATMENT IS RE-UTILIZED AS SECOND CLASS WATER
Alternattiva Demokratika Chairperson Prof.Arnold Cassola has commented that it is extremely frustrating that every time a public contract of substantial proportions is awarded, there is always a competing company contesting the award of the tender through the Maltese Courts.

"These delays are not only frustrating, but they are also very detrimental to the Maltese economy, with hundreds of thousands of euros spent in the process and months if not years in delays, as regards completion targets". "What seems certain is that there is something wrong with the public tendering procedure and adjudicating process. We need to ensure full transparency in the award of such tenders", concluded Prof. Cassola.

Carmel Cacopardo AD spokesperson on Sustainable Development and Local Government emphasised that in the public tender relative to the sewage purification plant in the South of Malta mistakes made in the Gozo plant, with regards to the technology used, should not be repeated. "Minister Austin Gatt confirmed in parliament last week that all the water produced at the Gozo plant is being discharged into the sea, as this is not fit as second class water".

"Considering that Malta is the ninth driest country in the world, the Maltese government should ensure that the tender for the south plant sewage plant should ensure that the technology used is such that the plant can produce water that is fit for agricultural and other uses which do not require potable water such as street cleaning and in industrial processes. The treated water is too precious a resource to be discarded" concluded Cacopardo.

In its first reaction to the White Paper on Rent Law Reform AD Chairperson said that after years of procrastination at last concrete proposals are being made. AD is satisfied that its insistence has served well. At least a first step has been taken after its insistence that this issue should be put on the nation's agenda.

Green Party leader, Prof.Arnold Cassola said: "AD will study the proposals in detail. What stands out is the preference being afforded to political party clubs. We feel that the Rent Law should apply equally to all citizens. The parties in parliament already divide some 250,000 Euros of public funds between themselves supposedly for EU related political work, why should they be preferred over others in this matter too? I invite the other parties to declare whether they agree with the proposal in the White Paper or not."

"We also note that some proposals in the White Paper if left unamended would mean the state is once again abdicating from its social responsibility and transferring its responsibility onto individuals - the €185 minimum rent per annum is risible when thousands of people are constrained to enter into long term mortgages to buy a place of residence. The state should step in to support vulnerable people through rent subsidies and social housing which should benefit the worse off."

Another anomaly in the White Paper is its reference to just the traditional family ignoring completely the Maltese reality. There is no mention of cohabiting, divorced or same-sex couples. Ignoring social realities will not make them go away. Civil rights should be equal for all.

AD is of the opinion that a 20 year transition period proposed for commercial property is far too long and should be shortened drastically. The reform should address these 3 issues:

a) Justice with owners of property who have been carrying a burden on behalf of the state for so long while ensuring that the state steps in to protect the most vulnerable in society;

b) That the necessary conditions are created so that the 53,000 empty properties will start being utilised;

c) Discouraging of construction in unbuilt areas.

AD has no doubt that this publication will be of considerable assistance in pressuring further the public authorities to act through introducing measures which curb the use of cars and move custom to public transport.

AD spokesman on Sustainable Development and Local Government Carmel Cacopardo welcomed the report's emphasis on the need to use eco-taxation as an instrument to change behaviour of the public.

It is imperative concluded Carmel Cacopardo that the bus owners realise that the fuel crises through the rising costs of fuels is not just a problem. It is an opportunity for the community to reduce its dependence on private cars and make use of public transport. This opportunity is there for the taking if public transport is reformed, serves more localities through new routes, punctually and for a substantially extended time throughout the day.

The Green Party expresses its concern about the situation in Zimbabwe.
AD International Secretary, Mr Mark Scerri said that "Alternattiva Demokratika - The Green Party condemns the spate of violent attacks on the supporters of the major opposition party - The Movement for Democratic Change, by Mugabe loyalists and state security forces. These acts are only intended to coerce the Zimbabwean electorate into giving up their legitimate aspirations for the creation of a truly democratic country after years of tyranny.

Mr Scerri added that, "Today, the political climate in Zimbabwe is such that the holding of free elections has been severely compromised, by the actions of the pro-Mugabe front. The second round of elections are undemocratric and a sham."

"We also urge the Maltese government to condemn without any reservations Mugabe's actions and to exert pressure at both EU and UN level for the imposition of targeted sanctions against the Zimbabwe regime", concluded Mr Scerri.

AD say: "Air departure tax out now.. and maritime departure tax out too!"
Arnold Cassola, Alternativa Demokratika - The Green Party Chairperson, is asking the Maltese government to abolish the air departure tax with immediate effect.

"It is shameful that, despite the fact that the European Commision has long decreed that this tax is illegal, the government of Malta intends keeping it in place for another 4-5 months. Rather than a victory for citizens' rights, this is taking people for a ride", said Prof. Cassola.

"Moreover, it seems government's intention to keep in place the departure tax levied on passengers using the boats to Sicily even after November. This tax must go too".

Arnold Cassola also saluted the Maltese and foreign citizens, as well as FATTA, for having lodged a complaint with the European Parliament Petitions' committee.

"We at AD kicked off the process with a complaint to the European Commission in July 2004. However, without the pressure exerted by these 5 residents in Malta, it would have taken even longer to reach this result.

"I urge all Maltese to pluck up courage and to refer to the European Commission and the European Parliament Petitions' committee whenever such anomalies occur in our country", concluded Arnold Cassola.

AD calls for action to safeguard Gozo heritage
The Alternattiva Demokratika Gozo Regional Committee applauds the Superintendence for Cultural Heritage for calling on MEPA to schedule the entire Ta' Cenc area. The Green Party also notes that in its annual report, the Superintendence also revealed that during its inspections of the area extending from the entire Ta' Cenc plateau towards the valley and the bay of Mgarr ix-Xini, several previously unknown archaeological features were discovered.

"We now ask the Superintendence for Cultural Heritage to inspect the area around the heliport in Xewkija overlooking Mgarr ix-Xini Valley known at Ta' Lambert, where illegal dumping takes place and a number of cart ruts and other pre-historic features had already been destroyed in broad daylight."

Victor Galea AD Spokesperson for Gozo and General Secretary of Alternattiva Demokratika said: "It is of utmost importance that the archeological sites around the heliport are protected before somebody dreams of developing the area. The superintendence report itself states that a few meters away from Ta' Lambert at Xewkija, there are archaeological remains and the surrounding landscape has to be protected. It is a shame that this area was left in such an abandoned state of affairs during the recent years. At present heavy machinery is extending a quarry very close to the area. We believe that the Superintendence is aware of the Roman-era Olive Press found near the heliport which unfortunately is in a total state of neglect."

AD-The Green Party Chairperson Prof. Arnold Cassola concluded that since the Nationalist Party promised to protect Gozo's unique features a few weeks before last general election, we now demand action and not mere words. Eco and heritage tourism are a niche market which we are not exploiting enough. The archaeological sites at Ta' Lambert are of great importance for future jobs because that is what makes us unique in attracting tourists.

Democracy, unity and social justice addressed
Arnold Cassola, new leader of Alternattiva Demokratika, accompanied by his deputy leader Mario Mallia and the Green Party's general secretary Victor Galea called on Lawrence Gonzi at the new PN headquarters this afternoon.

Dr. Gonzi escorted by the outgoing general secretary Joe Saliba welcomed the AD delegation and congratulated Prof. Cassola for his recent appointment while giving tribute to Dr. Harry Vassallo - ex-AD Chairperson, for his contribution to the development of contemporary Maltese politics.

Prof Cassola persisted that goodwill can be shown by making an effort to seek an agreement on a person who can represent all the Maltese and Gozitans as President when the post is vacated next year. He also offered the Green Party's readiness to contribute in the reform of the local councils Act and hoped for a more democratic nation by reforming the electoral system reminding Dr. Gonzi that this was his first promise as soon as he took office as Prim Minister last March.

Prof Cassola expressed his hope for a stronger democratic nation while offering Alternattiva Demokratika's support in the formulation of the Whistleblowers Act and the Freedom of Information Act.

Mistra Spin Valley Scandal
Alternattiva Demokratika is closely following the development of the Mistra Spin Valley scandal.

Carmel Cacopardo, AD Spokesman for Sustainable Development and Local Government welcomed this morning's unanimous decision of the MEPA Board which in terms of section 39A of the Development Planning Act withdrew the outline permit that had been issued by Division 'A' of the Development Control Commission.

Carmel Cacopardo further invited MEPA to consider other permits which merit the same treatment. First on the list is the supermarket in the limits of Kirkop/Safi in respect of which the same Division 'A' of the Development Control Commission had approved a permit notwithstanding a negative recommendation of Planning Directorate and also in view of its being outside the development zone.

26th of June marks the International day against Drug Abuse and Illicit Drug Trafficking. Alternattiva Demokratika - The Green Party leader Prof. Arnold Cassola said "Drugs are destroying the lives of youth and family members, and are leading to crimes which are affecting the development of a healthy society. The United Nations Office on Drugs and Crime( UNODC) is estimating that worldwide 16 million people are using opiates-opium, morphine, heroin, synthetic opiates and 13 million are making use of Cocaine. The use of Cocaine in Western Europe is reaching alarming levels."

AD Spokesperson for Health and Social Policy, Mary Anne Zammit, commented that, "In Malta we are facing alarmingly high rates of alcohol and substance abuse and drug related crimes amongst young people are on the increase. The existent programmes are producing excellent results in combating this problem but there is a need for further resources in order to extend their services."

Mary Anne Zammit emphasized the need on professionalism in the work of preventive programmes as well as serious investment in the human resource in this sector, "Prevention programmes need to be re-enforced and revised in developing activities and campaigns against drug intake. More community based projects which provide opportunities for young people should be drawn up".

Prof. Cassola concluded that "Investment in human resources is a must. Besides the engagement of professional social workers, government agencies should seriously consider introducing professional training and further employment for community workers. As a preventive measure, the government must act on the hardship faced by the Maltese and Gozitans due to stress and unavoidable overtime work necessary to make up for poorly paid full time jobs reflects the quality of life of our nation".
